SPECIAL NOTICE TO ALL LICENSEES FROM SBOD
ACT 124 OF 2016 – INITIAL TRAINING AND CONTINUING EDUCATION IN PAIN MANAGEMENT, ADDICTION AND PRESCRIBING AND DISPENSING
PRACTICES FOR OPIOIDS
The State Board of Dentistry (Board), in conjunction with the Department of Health, is providing advance notice to all licensees that are considered “prescribers” or “dispensers” under section 3 of the Achieving Better Care by Monitoring All Prescriptions Program (ABC-MAP) Act (35 P.S. § 872.3), as amended, that EFFECTIVE JANUARY 1, 2017, all licensees applying for the renewal of a license issued by the Board that are considered prescribers or dispensers under the ABC-MAP Act shall be required to complete at least 2 hours of Board-approved continuing education in pain management, identification of addiction or the practices of prescribing or dispensing of opioids as a condition of renewal every biennial period.

IMPORTANT UPDATE ON NEW ACT 124 CE REQUIREMENT
PDA has obtained clarification from the Department of State's Bureau of Professional and Occupational Affairs (BPOA) about exemptions in Act 124 for health care providers who do not prescribe controlled substances.
BPOA confirmed that there are two exemptions for licensees:
Licensees who are exempt from the federal Drug Enforcement Agency's (DEA) requirements for a registration number.
Licensees who do not use the registration number of another person or entity, as permitted by law, to prescribe controlled substances in any manner.
The continuing education (CE) requirement does apply to all licensees who have a current DEA registration or use another DEA number (as permitted by law) to prescribe controlled substances. Please note that the CE requirement is not required for license renewal in 2017 but is a condition of renewal in 2019, and all subsequent renewals. PDA has developed a 2-hour online course, Pain Management Alternatives and Identification of Addiction, to fulfill the Act 124 CE requirement and that course is accessible on the Prerecorded Events tab of the Event Calendar. The course is complimentary for PDA member dentists; $20 for hygienists and assistants; $100 for nonmember dentists and $50 for ADA members from another state.
PDA member dentists can sign in to the website with their username and password. Dental team members, ADA member dentists and nonmember dentists will need to establish a username and password the first time they take an online course offered by PDA. Every PDA member dentist has a username and password. For most members, your default website username is your first initial, last name and four-digit year of birth with no spaces and no punctuation. The password is lowercase ada and your ADA number. If you don’t remember your username or password, please contact PDA’s membership department.
