Act 31 – Child Abuse Recognition and Reporting for Dental Professionals
Presented by Angela M. Stout, DMD, MPH (breakfast provided)

8:00 a.m. – 10:00 a.m.  2 CE credits appropriate for all attendees.
Act 31 is a requirement for all PA dental license holders (dentists, hygienists and EFDAs).

Education Methods: lecture, slides, case studies and discussion

PDA’s program, Child Abuse Recognition and Reporting for Dental Professionals, focuses on training dental professionals and is approved by the Department of Human Services as well as the PA State Board of Dentistry and will fulfill the Act 31 mandatory CE requirement for dentists, hygienists and EFDAs.

At the conclusion of the course, the participant can expect to:

  • Understand categories of child abuse as defined by the Child Protective Services Law.
  • Recognize universal child abuse indicators.
  • Recognize signs of abuse.
  • Understand the legal responsibilities as mandated reporters.
  • Know when, how and where to report suspected abuse, and what happens after a report is made.
  • Understand the protections for reporters and penalties for failure to report.

ATTENTION: Attendees will be asked to provide their full name, license numberdate of birth and the last 4 digits of their social security number. PDA will transmit this information to the state to verify that you completed this course needed for license renewal in March 2027.

Angela M. Stout, DMD, MPH

Angela M. Stout, DMD, MPH

Dr. Stout is a pediatric dentist in private practice in Erdenheim, PA. She completed her dental degree in 1993 at Temple University School of Dentistry and a three-year pediatric dental residency at the Children’s Hospital of Pittsburgh. While teaching full-time, Dr. Stout completed a Master’s Degree in Public Health at University of Pittsburgh Graduate School of Public Health. Dr. Stout has no relevant financial relationships to disclose.

Richard J. Rosato, DMD

Richard J. Rosato, DMD

Dr. Rosato, an oral and maxillofacial surgeon practicing in Concord, Hanover and Peterborough, New Hampshire, who previously served as First District Trustee of the ADA.

Dr. Rosato has served in many leadership roles, including chair of the ADA Council on Ethics, Bylaws and Judicial Affairs, and as chair of the ADA Election Commission. He was president of the New Hampshire Dental Society and the New Hampshire Oral and Maxillofacial Surgery Society. He is a Fellow of the American College of Dentists, the International College of Dentists and the Pierre Fauchard Academy. Dr. Rosato has also served on the Boards of the ADA Business Enterprises, Inc., ADA Business Innovation Group and the ADA Innovation Advisory Committee.

Ross P. Karlin, DMD, FAGD

Ross P. Karlin, DMD, FAGD

Dr. Karlin is a general dentist who maintains a private practice in Millburn, NJ. He received his Doctor of Dental Medicine degree from the University of Medicine and Dentistry of New Jersey in 1983. He completed his undergraduate degree in Biology at Tufts University. With an avid interest in emergency care, Dr. Karlin became an Emergency Medical Technician while he was in college. Since then, he has volunteered actively on a local ambulance squad. In addition, Dr. Karlin is a member of the faculty of the CPR Training Center at UMDNJ and regularly teaches CPR and other continuing education programs to dentists, dental students, and EMTs. Dr. Karlin has no relevant financial relationships to disclose.
